Maxing Out

As candidates sprint to the end of their third quarter of fundraising this year, they face intense pressure to expand their donor pools. Already, 70 percent of those who contributed to Sen. Hillary Clinton's campaign have hit the maximum allowable for a contribution - $2,300. Those with donors who have not "maxed out" have an advantage in that they can return to the same people and ask for more money.
