Shifting Priorities

Justice Department prosecutions of some categories of offenses - such as organized crime and white-collar crime - have dropped during the Bush administration, while terrorism and immigration prosecutions have skyrocketed and the fiscal 2008 budget request shows a marked contrast from the budget in place at the time of the Sept. 11, 2001, attacks.
