Montgomery County planners and developers want to remake Rockville Pike, which is lined with strip malls, into a grand boulevard bordered by urban villages that include housing and office space, shops and restaurants. Some parts, such as Rockville Town Center, are a reality, but other parts exist only as plans or general concepts.
