Freezing Terrorist Funds

There are four major blacklists worldwide that freeze the assets of terrorist groups, including al-Qaeda. The programs, however, are facing growing legal challenges and criticism that they lack accountability. Coordination is also a problem, including reaching agreement on who should be included or removed from the blacklists.
