Research by the Dartmouth Atlas Project has identified wide variations in the cost and types of services for Medicare beneficiaries. The city of Green Bay, Wis., has managed to control medical spending while improving health outcomes compared with most U.S. cities. Dartmouth compiled data on medical activities during the last two years of life in a sample studied between 2001 and 2005.
