ICC Out of the Woods

Drivers in the Washington region can look left or right to follow the progress of the HOT lanes, the Tysons Metrorail extension or the widening of Interstate 95. Less conspicuous is the rapid progress on Maryland's Intercounty Connector, begun in late 2007, which project officials say is 35 percent complete. Its obscurity is part of its distinction: The connector is a brand-new highway, rather than an expansion of an existing link, and much of it is emerging from woods and fields along land acquired long ago.
