'OK to pay'

An invoice from D.C. AIDS consultant Robin Beale shows that for part of 2007, her company received a monthly payment of $71,055 for "logistical support" to two local advisory groups responsible for helping direct millions in federal AIDS money. Beale's invoice gives no details about what the city was receiving for its money. The invoice was marked, "OK to pay" by Gunther Freehill, a manager at the District's HIV/AIDS Administration.
