How Washington works: The filibuster

Just once this decade has a senator tried an old-fashioned filibuster, with Sen. Harry M. Reid (Nev.), then the Democratic whip, speaking for more than eight straight hours in November 2003 to protest the Republican effort at the time to rein in Democratic filibusters.
