ICC behind schedule

The 18.8-mile Intercounty Connector has fallen behind schedule because of the extraordinary amount of snow this winter and the above-average rainfall this past fall and spring. ICC officials say they can still open the first 7.2-mile section of the ICC by the end of 2010, though.
