A path forward on health care

Congress created the reconciliation process in 1974 to make it easier to pass politically difficult bills to reduce the deficit, but it is frequently used by both parties to muscle through favored policies. After losing their supermajority in the Senate, Democrats are considering using the procedure to reconcile the House and Senate health-care bills.
