Disapproval dominates

Public dissatisfaction with the performance of Congress is greater now than it was at this point in 2006 and 1994, the last two times control of the House changed hands. The number who are inclined to look around for new representatives has never been higher. Although the president maintains a positive approval rating, views of him as empathetic and a strong leader have slipped.
