After Prohibition ended in the 1930s, 18 states and Montgomery County, Maryland, worried the effect alcohol would have on their residents and kept control of liquor sales. But each state, including Virginia, adopted a different model. Nearly all have considered privatizing liquor sales over the last 76 years, though many have not succeeded.
