On time, but not on budget

Allen Y. Lew, the new city administrator under Mayor Vincent C. Gray (D), is known as an impatient manager who gets things done. Lew managed the construction of the Walter E. Washington Convention Center and Nationals Park. Both projects were on time but overbudget. That track record continued on some D.C. school modernization projects that Lew managed. Most were overbudget.
