Voting Rights Could Move Forward on Defense Bill's Back
House Democrats have been considering a proposal that could get the District a full voting member in the House of Representatives by attaching it to a conference report of the defense spending bill.

How It Works

The bill permanently expands the House of Representatives from 435 to 437 seats.

It eliminates the D.C. delegate position and gives the city a House representative. A special election would be held to fill the seat.

It also adds a seat to the next state in line to gain a representative based on Census numbers. That currently is Utah. That seat would be at-large until 2012, when House seats are reapportioned based on the census. That representative would also be chosen in a special election.

The new representatives would take their seats during the current Congress.

What's Next

The issue is working its way through the House but is expected to pass easily.

If approved, it moves to a joint committee, where the differences between the House and Senate version will be reconciled.
