District resident Joseph Scott owns a company that developed a system known as PhantomAlert, which feeds the locations of speed cameras and red-light cameras into standard Global Positioning System devices and prompts the devices to warn drivers when they are near one. A school bus struck a woman walking in front of Bethesda Elementary School on Wednesday, and she was taken to Suburban Hospital with life-threatening injuries, according to initial reports by Montgomery County school and rescue officials.
