A derailment on the rail line between Moscow and St. Petersburg appears to be Russia's worst terrorist attack outside North Caucasus in years, police say. Days after President Obama outlines his new Afghan war strategy, as many as 9,000 Marines will begin deploying to renew an assault on a Taliban stronghold.


Yemen's handling of former Guantanamo detainees and accused extremists in its own jails has raised U.S. fears that sending detainees back there might only create more militants determined to attack the U.S.
