Central - Little Rock
Encompassing Little Rock and eight surrounding counties, the 2nd is
Arkansas' axis of government activity. More than half of the 2nd's
population is focused in the Little Rock area, where strong black, union and
university populations offer solid support to this safe Democratic seat. The
district includes the state's largest white-collar population and has the
highest median income. It supported former Gov. Bill Clinton heavily in 1992
and '96.
Democratic support is concentrated in poor and working-class
neighborhoods in east Little Rock, where populations are up to 81 percent
black. Rural agriculture and mining communities in outlying areas also tend
to support Democrats, although social conservatism is more common. Affluent
neighborhoods in north and west Little Rock are more likely to vote for
Republicans.
Republicans have gained popularity within rapidly growing suburbs in
Faulkner, Saline and Pulaski counties, which are fed by affluent whites
leaving Little Rock. Republicans also fare well in White County, where
Church of Christ-affiliated Harding U. is located.
