South - Pine Bluff; Hot Springs
Covering Arkansas' southern half, from the Mississippi River to the
Texas border, the 4th is a traditionally Democratic district that took a
Republican swing in the 1990s. In 1992, the district narrowly elected its
first Republican representative in the 20th century, but at the same time
overwhelmingly supported Hope-born and Hot Springs-raised Bill Clinton in
both his presidential bids. State legislators in the 4th are almost
exclusively Democrats.
Rice, soybeans, cotton and rural poverty characterize the eastern edge
of the 4th, where many Mississippi River communities have black-majority
populations. Democrats receive their most faithful support from these areas
and from blue-collar and minority populations in Little River and Lafayette
counties to the west.
Republican candidates find communities supported by oil and chemical
production in the district's south, as well as military and white-collar
communities near Pine Bluff and Hot Springs, to be receptive to their
politics.
