Southeastern Phoenix - Tempe; Mesa
Rooted in the conservative leanings of an affluent, historically Mormon
and increasingly retired population, the 1st favors Republican candidates.
In 1992, redistricting purged the district of two heavily Democratic,
minority and lower income areas. Now nearly half of the district's voters
are registered Republicans - compared to 35 percent Democrats.
Despite the 1st's Republican orientation, it showed an independent
streak in 1992, throwing 26 percent of the presidential vote to Ross Perot
and sending a Democrat to Congress. The 1st's meager Democratic population
is boosted by a small section of minority-rich south Phoenix and northwest
Tempe.
The district has grown rapidly since the 1980s, boosted by the arrival
of retirees from the West Coast and young professionals employed in the
thriving electronics and high-tech sectors. Chandler, one of the fastest
growing cities in the nation, tripled in size in the 1980s, while Mesa grew
by 90 percent. Manufacturing also contributes to the economy in Mesa - home
to a sizable number of Fortune 500 manufacturing firms - and Tempe, which
also relies heavily on Arizona State U. for economic sustenance.
