North and West - Glendale; part of Phoenix; Hopi reservation
Although the 3rd spans the entire northwestern third of Arizona,
Republicans concentrated in the fast-growing Phoenix suburbs in the
southeast corner dominate the district's politics. Places like Peoria,
Glendale and the huge retirement community of Sun City are home to the bulk
of the 3rd's voters, who compose solid conservative voting blocs.
Democrats maintain isolated areas of influence among American Indians in
the northwest corner of the 3rd and in La Paz County, where younger,
lower-income and larger minority populations live. Democrats also win
support on the Hopi reservation, an appendage added to the northeast corner
of the 3rd in 1992 after tensions between the Navajos and Hopis prompted a
federal court to put the tribes in separate congressional districts. Mapmakers
even went so far as to include in the 3rd the tiny Hopi village of Moenkopi,
which is completely surrounded by Navajo lands that are in the 6th.
The 3rd's economy, once grounded in agriculture, has diversified to
include manufacturing jobs in the aerospace, electronics, communications and
chemical industries. The district also has one of the state's largest copper
mines.
