Part of Orange County; Santa Ana; Garden Grove
A blue-collar district full of older suburban homes and younger
families, the 46th is unlike its mostly affluent, Republican neighbors. It
takes in parts of Santa Ana and Garden Grove, about 30 miles southeast of
Los Angeles, where a growing number of Hispanics and other ethnic minorities
are changing its demographics, resulting in an even stronger Democratic
voter base.
Most of the 46th's Orange County population is contained within two
cities, Santa Ana in the south and Garden Grove in the north.
Santa Ana - the seat of Orange County - has higher unemployment and more
blue-collar jobs than surrounding areas. Garden Grove is more residential
and divided into an affluent west, an ethnically diverse middle and a
heavily Hispanic east. Little Saigon sits just south of the district in
Westminster. An influx of Southeast Asian refugees into Garden Grove has
spurred a conservative backlash from some of the city's white, blue-collar
workers.
The 46th has one of the lowest education rates in California and is
plagued by gangs and high crime rates. Apart from Disneyland, no one
employer drives the area's economy. Defense subcontractors and small
businesses are scattered throughout the district.
