East - Cedar Rapids; Davenport; Iowa City
One of Iowa's two urban districts, the 1st contains half of the state's
six biggest cities: Cedar Rapids and Davenport, which grew up around heavy
industry, and Iowa City, home to the U. of Iowa and a growing number of
high-tech companies.
Long a center for grain processing, Cedar Rapids has weathered hard
economic times of late with help from telecommunication equipment firms.
Davenport and neighboring Bettendorf are old, industrial, Mississippi River
cities whose economies suffered badly during the 1980s but are recovering by
capitalizing on tourists drawn to riverboat gambling.
The rest of the district is predominantly rural; its economy relies on
exporting agricultural products, including corn, tomatoes, soybeans and
pork.
The presence of three urban centers gives the 1st a somewhat Democratic
tilt. The three urban counties voted Democratic in both the 1992 and '96
presidential elections. With the influence of a predominantly liberal
university, Iowa City and the surrounding area remains a Democratic bastion.
Republican Rep. Leach has held onto the district by mixing fiscal
conservatism with moderate social views. Locally, the district sends mostly
moderate Democrats to the state legislature.
