Northeast - Waterloo; Dubuque
The 2nd is dominated by two mid-size industrial cities, Waterloo and
Dubuque, and a university town, Cedar Falls. But nearly two-thirds of the
district's voters come from these towns' rural surroundings.
Waterloo grew up around the farm-implement and meat-packing industries.
While hogs still are slaughtered here in the world's largest pork plant, the
economy diversified in the 1990s to include finance and insurance.
Neighboring Cedar Falls relies on the influence of the U. of Northern Iowa.
Dubuque, built against the bluffs facing the Mississippi River, is
Iowa's oldest city. Its economic base shifted in the 1990s from
manufacturing and meat-packing to service, including insurance, finance and
telecommunications. City leaders also have been working to lure tourists
with riverboat gambling.
Democrats outnumber Republicans in the 2nd, but voters have tended to
demonstrate their independence at the polls in recent years. Black Hawk
County, with Cedar Falls and Waterloo, has a strong Democratic base from its
labor and academic communities. Dubuque is predominantly Democratic by
registration, but this heavily Catholic city has a strong conservative
outlook on social issues. Voters in Dubuque and the district's rural
counties have helped elect a Republican congressman.
