Southwest - Des Moines; Council Bluffs
Although the 4th sprawls from central Iowa west to the Missouri River,
it's anchored in Des Moines, the region's commercial, financial and
governmental center. Nearly 60 percent of the 4th's voters live in Des
Moines and the surrounding towns in Polk County. The capital has flourished
since the 1980s, partly because of its diverse, white-collar employment base
and its partial independence from agriculture.
The district's second largest city, Council Bluffs, is located on the
western border of the state. Many workers cross the Missouri River to work
in Omaha businesses that have been lured to Nebraska by lower tax rates.
Harrison and Shelby counties have benefited from a relatively prosperous
farming industry. To the south and east, land is rough and relatively dry,
more suitable for grazing than farming.
Due almost entirely to the influence of Des Moines and surrounding Polk
County, the 4th leans Democratic. Polk has been more reliably Democratic
than many parts of the nation, supporting Democratic presidential candidates
in the 1980s and '90s. Council Bluffs is a GOP stronghold, but its influence
is minimized because of its size relative to Des Moines. The rest of the
district generally votes Republican in local and national elections.
