Chicago - Southwest side; south and west suburbs
The 3rd covers the southwest corner of Chicago and adjacent suburbs,
part of a working-class region known as the "Bungalow Belt" that is stocked
with voters of Eastern European, Italian and Irish descent. Only one-fourth
of the district's voters live within city limits. The remainder live in
neighboring suburbs, including Cicero, a town infamous for being the center
of operations for Al Capone's mob and the site of a 1966 race riot.
Crisscrossed by highways, railroads and the Chicago Sanitary and Ship
Canal, the 3rd remains a center of manufacturing and distribution. Recent
expansion projects at Midway Airport have broadened the district's retail
and service base and created new jobs.
Although the 3rd routinely re-elects its Democratic representative, its
working- and middle-class voters hold conservative views on many social
issues. Redistricting shifted this once urban-machine district west into
suburban territory when a new Hispanic-majority district was created to its
north. The change inserted a significant Republican vote in the district's
more affluent suburbs, especially in western Cook County. In national
elections, the 3rd's overall conservative tilt can cause the district to
sometimes act like a swing district. Clinton carried the district easily in
1996, but in '92, he carried the 3rd with the smallest plurality of any
Chicago-based district.
