Northwest - Rockford; McHenry
The 16th spans most of the Illinois-Wisconsin border, covering the
rolling northern prairie where family farmers grow corn and raise dairy
cows. At its eastern end, the 16th includes McHenry County, the
fastest-growing county in Illinois. Located at the edge of Chicago's
flourishing northwest counties, McHenry is quickly filling with new suburban
bedroom communities.
A fourth of the district's voters live in Rockford, an industrial hub
and Illinois' second-largest city. In the 1980s, Rockford became a poster
child of Rust Belt decline, with unemployment often exceeding 20 percent.
The city recovered by upgrading to high-tech manufacturing and expanding its
exports to the NAFTA countries and China. Now, unemployment rates often fall
below the national average, and the city faces a shortage of skilled labor.
More than 90 percent of the district's black population lives in
Rockford, giving the city a base of loyal Democrats, but the rest of the
16th covers conservative, Republican territory. Voters have elected a
Democrat to the House only once in the 20th century - in 1990 when John W.
Cox beat a Republican candidate dogged by ethical questions and bad
publicity. In 1992, the district reverted to its Republican ways.
