Northern Tier - South Bend; Elkhart
The 3rd touches an eastern corner of Lake Michigan and stretches across
the middle third of Indiana's northern border. Traditionally a politically
competitive district, the 3rd has long been considered a barometer of
national political trends.
It went for a GOP representative at the onset of the "Reagan Revolution"
in 1980, and then voted for a Democrat 10 years later when the Reagan-Bush
era was drawing to a close. Since then, Rep. Roemer's moderate ideology has
helped him survive GOP challengers. In 1996 he was re-elected even as Bob
Dole barely carried the district at 46 percent.
The district's population center, South Bend, is home to an
ideologically diverse and economically disparate population. Here, the
wealthy, Catholic Notre Dame community is joined by low-income, minority
populations downtown, as well as Eastern European, blue-collar communities
east of the city. Most support Democrats on the local level. Michigan
City's steel-producing areas and blue-collar La Porte also provide solid
Democratic support.
To the east, Elkhart County's farming and business community - it's a
national center for the recreational vehicle industry - create a faithful
conservative contingency. Elkhart's large Amish population also makes it the
state's leading milk producer. The wealthy, white Granger community to South
Bend's northeast and affluent portions of La Porte County vote Republican as
well.
