Southwest - Evansville; Bloomington
Indiana's southwest corner, formed by the converging Wabash and Ohio
rivers, houses the 8th District, characterized by a sometimes shaky
coexistence of academics, laborers and social conservatives. In 1984, the
district hosted the most competitive congressional race in the century, in
which a margin of only four hotly contested votes separated the candidates.
With a tendency to unseat incumbents, the 8th often has displayed a
revolving-door policy toward its congressional representatives.
The 8th's manufacturing base and history as a mining center have given
Democrats an edge for several decades. But both parties hold a competitive
share of an electorate with a strong independent streak. The 8th chose
moderate Democratic candidates in most tight federal and state races in the
1990s but also narrowly elected a socially conservative Republican
representative for three terms.
Communities in the 8th with concentrated populations - Bloomington, with
Indiana U. as its largest employer, and manufacturing town Evansville - are
home to the district's only substantial minority and liberal populations.
