Southeast Hill Country - New Albany
The 9th borders the Ohio River to the south and shares its social
conservative roots and, more recently, its competitive politics with other
river valley districts. Manufacturing forms the economic foundation of the
9th, although agriculture and retail trade are also prevalent in Indiana's
southeastern quadrant.
With the largest blue-collar workforce of Indiana's districts and one of
the lowest percentages of college graduates in the nation, the 9th has a
long tradition of sending Democrats to Congress and the state legislature.
The district split its presidential vote almost evenly between parties in
the 1990s, although almost 20 percent of voters supported Ross Perot in
1992. The district's northeastern counties, which are seeing an influx of
Cincinnati migrants, are key supporters of increasingly competitive GOP
congressional candidates.
Unemployment in some rural communities can run two to three times
Indiana's otherwise low average, and rural poverty is an observable fact of
life here. The loss of Jefferson Proving Grounds Army installation in the
mid-1990s and disastrous floods in 1997 contributed to the area's economic
struggles.
