Northwest and west - Shreveport; Bossier City
Removed from the Cajun influence that characterizes much of southern
Louisiana, the mostly white-collar 4th looks more toward Dallas than New
Orleans. Covering most of western Louisiana, the conservative 4th takes in
Shreveport at its north end and wanders down into agriculture country in
Beauregard Parish at its south.
Shreveport, the district's largest city, lost white residents to nearby
Bossier City in the 1990s. Although a booming oil industry near Shreveport
once brought prosperity to the area, it fizzled in the 1980s. Nowadays, a
growing riverboat gambling industry along the Shreveport and Bossier City
river fronts gives the economy steam. The Barksdale Air Force Base in
Bossier is a major employer for both cities. The forestry industry
throughout the 4th and Fort Polk, to the south, add to the economy.
Traditionally, the mostly Protestant 4th sent conservative Democrats to
Congress, but the seat went to a Republican in a 1988 special election.
Redistricted several times in the 1990s, the 4th had a black majority from
1992-96 but is now only about one-third black. Locally, the 4th favors
Democrats, although the suburbs around Shreveport and Bossier City elected
some Republicans in the 1990s.
