Downtown and ethnic Baltimore; Columbia
The 3rd, a reverse-C shape, winds in and out of the city of Baltimore,
covering the city's downtown, ethnic neighborhoods and northern and
southwestern suburbs. The district's mixture of affluent and middle-class
suburbanites and ethnic working-class and poor city residents gives
Democrats a tight hold in national elections.
In the city, the district includes the downtown and its adjacent
gentrified areas, which have enjoyed prosperity due to the Harborplace
retail and entertainment complex and the growth of hotels and office
buildings. The district then moves east into ethnic, blue-collar
neighborhoods whose Italian, Greek and Polish voters gave Democratic Sen.
Barbara A. Mikulski her start in this district.
Along the city's northwest edge, the district picks up Baltimore's
wealthiest communities and follows the path of Jewish migration northwest
into the wealthy suburbs of Baltimore County. The suburbs further north and
west contain larger working-class and black populations, while the suburbs
directly north of the city are less Democratic.
To the south of the city, the district includes the liberal-leaning
communities of eastern Howard County, including the planned community of
Columbia and the middle-class suburbs of northwest Anne Arundel County. Both
of these areas, in the corridor between Baltimore and Washington, have
experienced heavy growth.
