Inner Prince George's County; Silver Spring
The only suburban district in the nation with a black majority, the 4th
includes Washington's eastern suburbs in Prince George's County and the
southeastern corner of Montgomery County, north of the city. Democrats have
a strong hold on the district's largely middle-class, black population.
The 4th's thriving economy is built on small business and the spillover
of high-tech firms from Montgomery County and Northern Virginia. Prince
George's County is one of the leading areas in the nation for black business
formation, home ownership and education. Many of its residents are federal
employees who have made the exodus from the city.
Along with hosting Jack Kent Cooke Stadium, home of the pro football
Washington Redskins, the district shares the city's problems of drug
trafficking and violent crime in many of its low-income areas, located
inside the Capital Beltway that surrounds Washington.
The district's black-majority population in Prince George's County votes
mostly Democratic. Thirty percent of the 4th resides in southeastern
Montgomery County, stretching north from Silver Spring, which contains a
larger white and Hispanic population. A longstanding controversy is a
proposed highway that would link Prince George's County with northern
Montgomery County.
