Outer Prince George's County; Southern Maryland
The 5th includes the less urban parts of Prince George's County,
southern Anne Arundel County and the three rapidly growing southern counties
of Charles, Calvert and St. Mary's. The mix of liberals in Prince George's
County and conservatives throughout the rest of the district sometimes makes
the 5th a competitive seat.
Prince George's County, which accounts for almost half of the district's
population, includes many liberal black communities and College Park, home
of the U. of Maryland's main campus. "P.G." County, as some locals call it,
was the only county in the district to back Clinton in 1996, allowing
Democrats to carry the district.
The 5th is enjoying a moderate amount of success due to the technology
boom. Many middle-class residents and technology companies are leaving the
Washington metropolitan area for the southern counties, attracted by the
abundance of land and the military presence. The Tri-County area retains its
Southern rural character, however, with tobacco as its major crop and a
conservative Democratic tradition.
Southern Anne Arundel County, which is mostly rural, contains a mostly
upper-class, Republican constituency, yet the longtime Democratic House
incumbent, Rep. Hoyer, won this county for the first time in 1998.
