Central and West - Frederick; Hagerstown
The 6th includes the state's five western counties - Garrett, Allegany,
Washington, Frederick and Carroll - and more than half the population of
Howard County. The 6th has a rural tradition and a conservative bent that
often benefit the GOP. Although its eastern counties are thriving
economically, the demise of old-line industry has left the Appalachian
Mountain area struggling.
Frederick, Carroll and Howard counties are experiencing rapid growth
from new residents escaping the city and inner suburbs and commuting to
Baltimore and Washington. Carroll County, however, still has an agricultural
economy and remains a Republican stronghold.
Howard County has experienced an large influx of technology firms,
attracting younger voters who have begun to displace old-line conservative
Democrats. The more liberal newcomers helped upset a conservative Democrat,
who had represented the district for 14 years, in the 1992 primary, allowing
the GOP to capture the district in the general election.
The three western counties are less populous but solidly conservative.
Washington County, with its strong manufacturing base, is the only one
experiencing economic prosperity. With companies such as Kelly-Springfield
closing their operations, Allegany and Garrett counties are both struggling
and are now dependent on tourism for the bulk of their jobs.
