Inner-city Baltimore; western Baltimore County
The 7th includes the low-income neighborhoods of West Baltimore and
follows the black migration west to include Baltimore County's middle-class,
southwestern suburbs. The district's black majority gives Democrats a
distinct advantage in both national and local contests. The 7th's economy
suffers from typical inner-city problems.
The vast majority of the district's population resides in the city.
Efforts to improve Baltimore's poor neighborhoods have been slow and urban
problems, such as crime, drug abuse, teen pregnancy and unemployment, have
prompted many of the city's middle-class residents to head to the suburbs.
In addition to the city's poor, the district also contains the gentrified
Mount Vernon neighborhood, museums and Johns Hopkins U.
Black residents have a strong presence in the suburbs, even though the
portion of Baltimore County in the 7th is three-fifths white. The U. of
Maryland, Baltimore County is located in the district, and its adjacent
research area is attracting technology firms.
