Montgomery County
The 8th contains the northwestern Washington suburbs. Montgomery County,
one of the nation's most affluent, leans Democratic but is winnable by
liberal Republicans. The district's educated professionals help it thrive.
Although the suburbs just outside Washington contain mostly upper-income
residents, the county's fastest-growing areas are the middle-income
neighborhoods further north. Population growth has been spurred by
development of the Interstate 270 "technology corridor," a hotbed for
high-tech companies.
While a Republican has held the congressional seat since 1986, Democrats
dominate local politics; yet they have a more narrow hold in presidential
contests. In 1992 and '96, Clinton easily carried the county, but Democrats
only won by narrow margins in 1984 and '88. The voters, who include a large
number of government employees, seek a socially conscious, fiscally
conservative representative.
In the far northern and western areas of the county, officials struggle
to preserve an agricultural heritage in an area with more conservative,
Republican voting habits. The near-in suburbs include some working-class and
low-income areas, home to many of the district's minorities.
