Southwest - Jackson
The most industrialized district in the state, the 4th combines small
manufacturing with rural communities. Although the "big city," Jackson, is
not that big, residents often look at the state capital the way others look
at Washington - as a far-off place where people are more concerned about
politics than anything else.
The recession of the late 1980s and early '90s decimated Natchez's oil
and gas industry, but tourism helped the economy stay afloat; the small
river city and its antebellum homes attract nearly 150,000 visitors per
year. The timber industry also provides jobs, mostly in wood processing and
paper production. Although the district's unemployment in the late 1990s was
the lowest in two decades, it was well above the national and state average.
Much of the district is racially split; in Jackson, blacks populate the
south side, while more affluent whites live in the north.
The 4th leans Republican, and as in much of the South, whites have begun
voting for Republicans on the federal level while continuing to elect
conservative Democrats locally. But the district's sizable black population
keeps the 4th's congressional seat competitive, and Democrats fare well when
they turn out the African-American vote.
