Southeast - Wilmington; part of Fayetteville
Based in the southern tip of the state, the 7th stretches from the
well-off historic port city of Wilmington in the southeast to the
military-based commercial hub of Fayetteville at its northern tip. In
between lie tobacco fields, hog farms and manufacturing plants.
While the district lost all four of its military bases through
redistricting for the 1998 election, Fort Bragg is just a few miles north,
and much of Fayetteville's economy is based on its presence. In exchange for
the losses, the district picked up the large swath of rural land at its
center. The percentage of blacks in the district rose from 19 percent to 24
percent, mainly by taking in the southern portions of the old black-majority
1st.
While redistricting made the 7th more Democratic by removing Onslow
County on the coast, the wealthy condo-dwellers of Wilmington and
surrounding New Hanover County remain, pulling the district to the right.
But the region's poor farmers, Lumbee Indians (mainly in Robeson County),
and most of Fayetteville's residents (especially its cohesive black
community) contribute more left-leaning voters to create a conservative
Democratic constituency that elects Democrats at the state and local levels
but drifts toward the GOP in national elections.

also filmed in Wilmington; Retired Chicago Bulls basketball star Michael
Jordan grew up in Wilmington.
