South Central - Parts of Kannapolis and Fayetteville
The 8th is split along geographic, economic and political lines. To the
west, the financially comfortable counties of Cabarrus and Stanly vote
Republican. The textile-based economies of the cities along Interstate 85,
notably Concord and Kannapolis, are healthy. Another western, right-leaning
county is Union, a Charlotte bedroom community with a religious bent.
In the east, the district becomes poorer and more rural as it reaches
into the Sandhills region of the state. The economy is based on poultry
processing and manufacturing, as well as some mining and agriculture. Here,
the district's black population, which rose 5 percentage points with
redistricting for the election that began the 106th Congress, and the Lumbee
Indians of Robeson, Hoke and Scotland counties, provide a solid Democratic
base.
The eastern part of the district also has a strong military flavor.
Although the 8th only has a small portion of Cumberland County, this area
around Fayetteville includes two major military bases and more than a fourth
of the district's residents. Troop deployment for the Persian Gulf War so
damaged the area's economy that the governor declared Cumberland and three
other counties economic emergency areas.
While the eastern counties all vote strongly Democratic, more than 40
percent of voters live in the three western counties, giving GOP candidates
an edge districtwide.
