Southwest - Dayton
The 3rd encompasses Dayton and nearly all of surrounding Montgomery
County. While most of Dayton's suburbs yield Republican majorities, the
urban vote - driven by Dayton's black population and large blue-collar
workforce - has kept the 3rd Democratic in most elections.
About one-third of district residents live in Dayton, a struggling city
surrounded by better-off suburbs. These include the fast-growing and largely
blue-collar suburban townships to the north, and GOP-inclined, white-collar
suburbs, such as Kettering, to the south.
Once one of the state's most successful manufacturing centers, Dayton
has suffered bitter economic setbacks. A torrent of departures has displaced
its manufacturing base, and its landlocked setting has made further
expansion difficult. Still, the 3rd's defense industry, centered around the
Wright-Patterson Air Force Base, has had some success in attracting
aerospace and technology research companies to the region.

Unusual Features
Dayton Peace Agreement, ending hostilities in the former Yugoslavia, signed
in 1995 at the Wright-Patterson Air Force Base; Dayton was the lifelong home
of the Wright brothers, who designed and tested several airplanes at Huffman
Prairie, now part of Wright-Patterson Air Force Base; Montgomery County has
been called the "Cradle of Creativity" and claims to be birthplace of the
refrigerator, the ice cream cone and the stepladder.
