West Central - Mansfield; Lima; Findlay
The 4th is a solid block of Ohio Corn Belt counties. The land supports
soybeans, corn, livestock and Republicans. Not one of the 11 counties in the
4th has supported a Democratic presidential candidate since 1964. Two of the
three largest, Allen and Hancock counties, have backed the GOP national
ticket since the Roosevelt-Landon contest of 1936.
Democrats have oases of support, but they are few and far between.
Democrats can normally count on votes in Mansfield, the district's largest
city, and in surrounding Richland County, which has a sizable black
constituency.
Along with corn and soybeans, manufacturing is important to the 4th.
While declines in the automobile industry in the 1980s and defense cutbacks
in the 1990s caused economic hardships throughout some parts of the
district, the 4th's three large auto manufacturing plants and small
industrial companies continue to spur the economy. Findlay, headquarters of
the joint venture Marathon Ashland Petroleum, is the 4th's most prosperous
city.

Lima was one of the original refinery centers for John D. Rockefeller's
Standard Oil; Carousel Park in downtown Mansfield boasts one of the world's
largest carousels; Gen. William Tecumseh Sherman lived in Mansfield; Neil
Armstrong born in Wapakoneta, where there is a museum named in his honor;
Marion was the home of President Warren G. Harding.
