Northwest - Toledo
The 9th revolves around Toledo, stretching along the Michigan border to
take in Fulton County in the west. Almost three-fifths of the district's
residents live in Toledo, which sits at the mouth of the Maumee River, the
largest river flowing into the Great Lakes. The city's large concentrations
of blue-collar ethnics - Germans, Irish, Poles and Hungarians - make Toledo
a lonely Democratic outpost in rural, Republican northwestern Ohio.
Republicans are concentrated in the more affluent suburbs on Toledo's
west side, such as upscale Ottawa Hills. The 9th's westernmost county,
Fulton, is one of the most Republican counties in Ohio, but Toledo's voters
overwhelm Republicans elsewhere in the district.
Toledo's economy has long depended on the auto industry, which closed
several Toledo factories in the 1980s. But the industry is back, albeit in
smaller form, with a major Jeep assembly line and a General Motors parts
factory. Growth in the city's petroleum and manufacturing industries,
including glass and machinery, also has sped the city's recovery. Outside
Toledo, wheat, soybeans and corn are the district's lifeblood.
