Cleveland - West Side and suburbs
The 10th includes the western portion of Cleveland and follows the
migration of its ethnic residents into the western and southern suburbs. The
district, composed mainly of Reagan Democrats, has successfully navigated
the transition from an industrial to a service economy.
The line between the 10th and 11th districts generally divides
Cleveland's white and black neighborhoods. The 10th contains the state's
largest concentration of ethnic voters, mostly Poles, Czechs, Italians,
Irish and Germans. Although industry still provides the backbone of the
city's economy, the district has attracted smaller, high-tech companies and
undergone a downtown restoration, helping the district maintain its steady
employment base.
The immediate suburbs have a strong union presence and a Democratic
leaning. At the district's western edge, it contains more conservative,
white-collar residents who commute from the affluent, gated communities of
towns such as Bay Village. Democrats dominate the state legislature from
this district, but local offices are split evenly. Although the
congressional seat was designed with Democratic candidates in mind, a large
population of Reagan Democrats makes it winnable by Republicans.
