Cleveland - East Side and suburbs
The 11th consists of the poor, inner-city areas of Cleveland's East Side
and fans out to the east to include the city's upper-middle-class suburbs.
The combination of the district's black majority and its liberal
suburbanites makes it heavily Democratic in both local and national
contests.
Although suburban growth has lured many of Cleveland's businesses and
residents outside the city, there has been a smattering of new commercial
and residential developments in the downtown area. The district's inner-city
neighborhoods, containing much of the district's black majority, live mostly
below the poverty line. Toward Lake Erie are some middle-class
neighborhoods, inhabited mostly by Italians and Eastern Europeans.
The upper-middle-class suburbs to the east contain a large proportion of
Jews and young professionals, forming some of Ohio's most liberal and
racially integrated communities. Case Western Reserve U. is located in
University Circle, Cleveland's cultural center. To the northeast are ethnic,
working-class suburbs, such as Euclid, which were added to the 11th in 1992
and contain more conservative Democrats.
