South and central Philadelphia; part of Chester
Home of the Philly Cheesesteak, the 1st is known for its patriotic
attractions, including the Liberty Bell and Independence Hall, the
birthplace of the Constitution. The district's thriving Italian population
supports a famous market where vendors sell produce, meat and cheese. Many
Catholic churches still hold mass in Italian, and bocce ball courts can be
found at Marconi Plaza park. The 1st also hosts Veterans Stadium and
First Union Center, home to the city's major-league sports teams.
Once home to factory workers and a large ethnic, blue-collar workforce,
factory shut-downs have left the 1st with a bleak economic landscape. The
district has the lowest median income of all Pennsylvania districts. While
Philadelphia overall won notice for substantial economic recovery in the
1990s and is seeing a surge of construction jobs, this area has yet to
recover from a long period of industrial decay.
One of the poorest areas - the predominantly black town of Chester and
the nearby closed Philadelphia Naval Shipyard - now has only a fraction of
the jobs it used to. Economic hardship also has exacerbated racial tension
among the district's blacks, whites and recently arrived Vietnamese and
Cambodians.
The 1st is a solidly Democratic district, where Republicans are
outnumbered almost 4-to-1. A strong union presence and a large black
population make this district a shoo-in for most Democratic nominees.
