West Philadelphia; Chestnut Hill
From the vantage point of the William Penn statue atop City Hall, the
2nd stretches west and north over some of Philadelphia's long-established
neighborhoods. The district encompasses the Center City skyscrapers, then
moves west across the Schuylkill River past the U. of Pennsylvania. West
Philadelphia, once Irish, Greek and Jewish, is now nearly all black with
pockets of middle-class and poor communities. The spectacular 30th Street
train station is in West Philly.
North of City Hall, the 2nd incorporates the affluent city neighborhood
of Overbrook and runs against the posh Main Line communities outside the
city. It also includes Fairmount Park, flanking the Schuylkill River, which
houses the city's art museum, zoo and "Boathouse Row." The park runs north
along diverse, middle-class neighborhoods, some of which have seen some
recent gentrification, and ends in Chestnut Hill.
The 2nd's many blue-collar workers and substantial minority population
make its Democratic majority overwhelming; it has more registered Democrats
than any other Pennsylvania district. The most competitive races are
Democratic primaries, and in presidential and congressional elections,
Democrats routinely receive 80 percent of the vote. In 1996, Clinton took 86
percent of the vote, his highest tally in the Keystone State.
