Virginia Beach and parts of Norfolk
Redistricting for the 106th Congress gave the 2nd all of Virginia Beach,
a center for white-collar, suburban military families and retirees. Although
the added population should fit right in with the 2nd's conservative bent,
the district retains parts of blue-collar Norfolk, and the district as a
whole is willing to support Democrats who look after military interests.
Virginia Beach's tourism-driven population boom of the 1980s is over,
but the area has held its ground in the face of military base closings. In
fact, one base added 5,000 new employees. The Norfolk Naval Base, the
largest in the world, continues to dominate the economy, which also is
bolstered by shipbuilding and shipping companies. The Hampton Roads port is
the world's biggest shipper of coal.
Home to Pat Robertson's religious broadcast network, the 2nd is socially
and economically conservative. Although Democratic Rep. Pickett has
represented the 2nd since 1987, Republicans fared better in presidential
elections in 1992 and '96. Republicans will probably be favored to take over
the congressional seat when Rep.Pickett retires. Locally, Republicans hold
some state House seats.
