Southeast - Parts of Richmond, Newport News and Norfolk
Court-ordered redistricting for the opening of the 106th Congress
reduced the 3rd's black population from 64 to nearly 54 percent, but the
move was not expected to diminish the district's Democratic loyalties, which
are easily the strongest in the state. The remapping also did little to
change the economic character of the district, the boundaries of which begin
in historic Richmond and reach southeast into military and shipbuilding
territory, including parts of Newport News, Hampton and Norfolk.
In the 1990s, the 3rd continued to benefit from one of the nation's
largest ports at Hampton Roads and from growing financial industries in
Richmond. State government is another major component driving the economy of
Richmond and its vicinity, as is manufacturing. Richmond also boasts one of
the largest cigarette plants in the nation.
The Hampton Roads area has a heavy concentration of naval installations
as well as shipbuilding and ship repair companies. Among these is the
nation's largest privately owned shipyard - Newport News Shipbuilding -
which builds Navy carriers and submarines. The 3rd has not been immune to
military cutbacks. Fort Eustis experienced sizable downsizing in the 1990s,
and the industrial city of Norfolk suffered population loss, which also was
blamed on military downsizing.
Democratic Rep. Scott has won by wide margins and, calculated for its
new boundaries, the 3rd voted strongly in favor of Clinton in 1996. Locally,
Democrats are favored in elections, although there are some Republican
leaning areas, particularly near Richmond.
