Southeast - Chesapeake; Portsmouth
Located in the southeastern part of the state, the 4th takes in both
rural tobacco growing areas and the military towns of Chesapeake and
Portsmouth. The district's boundaries were redrawn in 1998 for the electin
that began the 106th Congress; it picked up urban areas from the neighboring
3rd, a black-majority district, which increased the 4th's black population
from 32 to 39 percent.
Although the 4th's military installations lost civilian employees in the
1990s wave of downsizing, the overall effect on the district was small. The
district's largest city, Chesapeake, compensated by attracting new
manufacturing businesses. Outside of the 4th's urban areas, tobacco and
peanut farming play a central role, especially in counties along the North
Carolina border.
A moderate district, the 4th elected a Democrat in 1982 after the seat
had been held by a Republican for 10 years. Redistricting might have given
the 4th a more liberal streak, but it is expected not to have much of an
effect overall. Local seats are shared by both parties.
