Central - Part of Richmond and western suburbs
With some of the fastest growing areas in the state, the comfortably
Republican 7th contains parts of Richmond, including its affluent old-money
suburbs, and reaches north into lush farmlands. Redistricted for the 106th
Congress, the 7th traded some close-in Richmond suburbs for fast-growing
areas to the west and north of the city.
Most of the 7th's residents work in Richmond, which grew steadily in the
1990s on the strength of banking and manufacturing. Richmond, the longtime
center of state government and commerce, also was one of the South's early
manufacturing centers, concentrating on tobacco processing. Nearby Philip
Morris continues to employ thousands of employees who live in the district.
The northern stretch of the 7th is home to traditional farming
communities that are gradually being taken over by people who drive or ride
long-distance commuter buses or trains to jobs in metropolitan Washington.
These counties, which include Orange, Madison and Culpeper, benefit from
some wineries. To the northwest, Greene County grew 26 percent in the 1990s
by attracting Charlottesville commuters.
The 7th is a Republican bastion, with Republicans winning at every level
of government. Republican presidential candidates won overwhelmingly in the
7th in 1992 and '96 and a Republican has held the congressional seat since
being elected in 1980.
